  • With a goal of helping low- and moderate-income students afford a postsecondary education, the Tuition Assistance Program (TAP) has been essential for millions of New York resident students since its inception more than 40 years ago.
  • However, TAP expenditures have been declining, with a 9 percent reduction since 2013-14, and a 4% reduction since 2017-18.
  • Action must be taken to reverse this downward trend and maintain TAP as the centerpiece of New York State’s commitment to college access.
