Creating Safe and Resilient Campuses: Suggestions for Reopening and Reimagining Colleges and Universities in New York

Beginning in mid-April 2020, the Commission on Independent Colleges and Universities (CICU) collaborated with officials from the State University of New York (SUNY) to convene a task force of experts to consider how to reopen colleges and universities across the state in Fall 2020 amid the Covid-19 pandemic. The task force's report, which was shared with officials in state government and with New York colleges and universities, is intended to provide a framework for how higher education could safely reopen to students. It contains general public health guidelines that colleges could follow and also includes extensive checklists of considerations on issues ranging from dormitories to athletics to research. The report is not intended to be prescriptive -- each college or university must make their own plan for reopening that accounts for their unique set of circumstances. Private, not-for-private colleges in New York look forward to working with Governor Cuomo and the regional control rooms to implement all federal, state and local guidance for reopening.
